Public perception of heritage has changed in the last 20 years. No longer regarded as the preserve of experts, it is now focused on people and place.

This approach emphasises the benefits of empowering communities to enhance the places where they live, work and socialise, in both rural and urban Ireland.The document sets out six clear proposals aimed at empowering communities to manage and benefit from their local heritage.

This Strategic Plan will guide and direct the work of the Board and staff during 2012–2016. In particular, the Heritage Council realises the need to contribute to national recovery and to demonstrate how heritage can be a resource for social and economic development. A quality heritage supports employment, offers an outstanding educational resource, and supports heritage-based tourism.
