Horizon Europe Framework Programme (HORIZON)

The programme facilitates collaboration and strengthens the impact of research and innovation in developing, supporting and implementing EU policies while tackling global challenges. It supports creating and better dispersing of excellent knowledge and technologies. It tackles climate change, helps to achieve the UN’s Sustainable
Development Goals and boosts the EU’s competitiveness and growth.

Total funding of €95.5bln and specific call amount is determined on a call by call basis.

The programme facilitates collaboration and strengthens the impact of research and innovation in developing, supporting and implementing EU policies while tackling global challenges. It supports creating and better dispersing of excellent knowledge and technologies.

It creates jobs, fully engages the EU’s talent pool, boosts economic growth, promotes industrial competitiveness and optimises investment impact within a strengthened European Research Area.

Legal entities from the EU and associated countries can participate.

Of interest to heritage organisations are Cluster 2: Culture, Creativity and Inclusive society; and Cluster 6: Food, Bioeconomy, Natural Resources, Agriculture and Environment

Any legal entity, regardless of its place of establishment, including legal entities from non-associated third countries or international organisations (including international European research organisations) is eligible to participate (whether it is eligible for funding or not), provided that the conditions laid down in the Horizon Europe Regulation have been met, along with any other conditions laid down in the specific call topic. Typically Horizon project require co-operation between 3 or more entities in 3 or more eligible states.

Assessment criteria is determined on a call by call basis but adapted from the standard set of ‘Excellence’, ‘Impact’ and ‘Quality and efficiency of the implementation’.
