Overview

The Heritage Council’s statutory role in relation to the Irish Planning System is to support all levels of government and to support communities to actively participate in the planning system, through the promotion and enhancement of our world-renowned built, cultural and natural heritage assets.

Advocacy

The Heritage Council advocates for best practice heritage management in the planning sector in Ireland. We provide policy advice to various levels of government on the formulation of planning legislation and policy and prepare written submissions to various bodies including An Bord Pleanála and the Environmental Protection Agency (EPA).

Programmes

The Heritage Council is currently working on the enhancement of ‘Landscape Components in Strategic Environmental Assessment’ in partnership with the EPA and the Irish Landscape Institute.

We have delivered numerous rural and urban regeneration programmes which are formally linked to the statutory planning system - including the Collaborative Public Realm Plan Programme for Historic Towns, the Community-led Village Design Programme for Urban and Rural Villages, the award-winning Community-led VDS Toolkit, the South Dublin Enhancement Programme and the LEADER Village Enhancement Programme.

Since mid-2016, we are in the process of designing a new multi-disciplinary pilot training programme in relation to the production of Town Centre Health Checks (TCHCs). This programme will be devised and delivered in partnership with the Retail, Grocery, Dairy and Allied Trades Association; the Irish Planning Institute; the Irish Landscape Institute; the Royal Institute of Architects in Ireland; Dublin Institute of Technology and University College Dublin.

In addition, our award-wining multi-disciplinary Landscape Character Assessment Training Course, which involves ten, cross-border professional institutes, local communities and the Landscape Observatory of Catalonia, Spain, will run again in May 2017.
