The Heritage Council is committed to working with individuals, heritage groups, local and national government, and other agencies and organisations, to ensure that the management of our national heritage.
More Information
The Planning and Development section contains information on the Heritage Council’s emerging, current and completed planning and development programmes and projects. These include written submissions to government departments in relation to programmes, guidelines and strategies, Local Authorities and An Bord Pleanála. This section also presents information on:
- Policy Advice in relation to County Development Plans
- Heritage Appraisals of County Development Plans
- Written Submissions in relation to planning applications — e.g. KIRR
- Village Design Statements (VDSs)
- Public Realm Plans (PRPs) for historic towns and cities
- Community Participation in Planning
- Landscape Management

Role
Under the provisions of the 1995 Heritage Act and the Planning and Development Act, 2000, the Heritage Council’s planning role is to ensure that local, regional and national planning policies and objectives include stipulations for the protection, conservation and management of our national heritage.
The Council also seeks to ensure that its planning programme enables Ireland to meet requirements outlined by planning-related directives and conventions, such as the European Landscape Convention (ELC).
The Heritage Council does not provide a Planning Aid service however it will and does comment on specific planning applications if the proposed development impacts on nationally or regionally significant heritage assets.
Objectives
The key objectives of the Heritage Council’s Planning and Development section involve working with and assisting government departments and local government to ensure that strategic and local planning decisions are environmentally sound and that they will embrace the concept of sustainable development for the benefit of current and future generations.
